SPECIAL MEETING OF THE PUTNAM COUNTY BOARD

Friday, October 27, 2023, at 9:00 A.M.

(Held in the Putnam County Court Room via ZOOM)

 

A Special Meeting of the Putnam County Board was called to order at 9:08 A.M. on Oct 27, 2023, by Putnam County Board Chairman Charlie Lenkaitis.

Roll call was taken by the Clerk of the County Board with Steven Malavolti, Luke Holly, and Charles Lenkaitis answering. Floyd Holocker and Anthony Rue are absent.  The Pledge of Allegiance was recited.

Malavolti presented the budget to the board and mentioned that Appropriation 33 Emergency Services will most likely need to go to a full-time position in the near future. Malavolti explained that the mandates from the state are increasing and will be difficult to continue with only a part-time position. Holly thanked Lenkaitis and Malavolti for working hard to get the budget completed. Board member Holly made the motion to approve the Prospective 2023-2024 Budget to be posted at the County Clerk’s office and the website to comply with the State Statute. Board member Malavolti seconded the motion and the motion was carried on a board vote of 3 ayes, 0 nays, and 2 absent. The clerk of the board was instructed to give notice and post the agenda.

Floyd Holocker entered the meeting via Zoom at 9:19 A.M. The Board Chairman briefly explained to Holocker that the budget was just passed and will be on file at the Clerk’s office and the final approval will be at the next board meeting. Holocker thanked Lenkaitis and Malavolti for spending all the time on the budget.

The next item on the agenda is the appointment of a representative to the Port District. The Port District is an organization put together to work with anyone who is bringing any product through our county, any product that comes in and out via road, water, train, or any and all ways of transportation.  Board Chairman Lenkaitis requested the appointment of Mike Weger to represent Putnam County. Board member Holocker made the motion to approve the appointment of Mike Weger to the Port District. Board member Holly seconded the motion and the motion was carried on a board vote of 4 ayes, 0 nays, and 1 absent.

The final item on the agenda is the Stronger Communities Grant Resolution 2023-18. Putnam County has been awarded this grant from the Illinois Housing Development Authority program. Board member Holly made the motion to approve Resolution 2023-18 Accepting a Grant from the Illinois Housing Development Authority’s Strong Communities Program – Round 2. Board member Malavolti seconded the motion and the motion was carried on a board vote of 4 ayes, 0 nays, and 1 absent.

At 9:28 A.M., board member Holocker moved to adjourn the special meeting. Board member Holly seconded the motion and the motion was carried on a board vote of 4 ayes, 0 nays, and 1 absent.
