PUTNAM COUNTY REGULAR BOARD MEETING

October 10, 2023, at 5:30 P.M.

                       

The regular meeting of the Putnam County Board was called to order at 5:30 P.M. on Tuesday, October 10, 2023, by County Board Chairman Charles Lenkaitis.  The meeting was held in the courtroom at the Putnam County Courthouse in Hennepin, Illinois

Roll Call was taken by the Clerk of the County Board with, Charles Lenkaitis, Tony Rue, and Steven Malavolti answering. Floyd Holocker and Luke Holly were absent.

The Pledge of Allegiance was recited by all in attendance.

Minutes: It was moved by board member Rue to approve the minutes from the September 11, 2023, Regular Board Meeting.  Board member Malavolti seconded the motion and the motion was carried on a roll call board vote of 3 ayes, 0 nays, and 2 absent.          

Bills: It was moved by board member Malavolti to approve the bills for September 2023. Board member Rue seconded the motion and the motion was carried on a roll call board vote of 3 ayes, 0 nays, and 2 absent.  

Public comment:  No public comment.

States Attorney Christina Judd Mennie was not present and had no report.

Assistant County Highway Engineer Catherine Terando was present along with Pat Sloan and presented their September report regarding County Highway Engineering and Maintenance Activities to the board. Terando reported they had the electronic recycling event on October 27th from noon to 4:00 P.M. in Toluca. Also, there are 2 agenda items which include an Intergovernmental Agreement with Marshall County for the Replacement of a County line Bridge on Stagecoach Road and a request for County Aid #305, Magnolia Township, Replacement of Bridge 062-4437 over Little Sandy Creek, Stagecoach Road. After a little discussion board member Malavolti made a motion to approve Resolution 2023-14 Request for County Aid Township Bridge Repair providing the State’s Attorney approves it. Board member Rue seconded the motion and the motion was carried on a roll call board vote of 3 ayes, 0 nays, and 2 absent. (The clerk of the board was directed to process Resolution 2023-14.) The board discussed the Intergovernmental Agreement with Marshall County for Bridge Replacement. Board member Rue made a motion to approve Resolution 2023-15, an Intergovernmental Agreement as long as the States Attorney approves the agreement. Board member Malavolti seconded the motion and the motion was carried on a roll call board vote of 3 ayes, 0 nays, and 2 absent. (The clerk of the board was directed to process Resolution 2023-15.) Sheriff Joshua Boedigheimer was present with his financial reports for September. The Sheriff reported that Jason Skaggs began working in Maintenance last Monday, the board welcomed him and was glad the position was filled. The Sheriff also requested the board to look into how the property by Clearview Tower was getting mowed. The board discussed a couple of different ideas and will have a plan for next year. The Sheriff also presented the board with a Wellness Screening Proposal, the board liked this idea. Chairman Lenkaitis was going to check with some grant funding opportunities that may help cover some of the cost and get back to the Sheriff. County Treasurer Kevin Kunkel was not present but did have his financial reports for September.   The General Fund’s Income for September, Fiscal Year 2023, is $706,660.99 compared to an income of $699,530.50 for September, Fiscal Year 2022. Kunkel’s report also included a review of the “General Fund Accounts Balance by Month, Fiscal Year 2023".  The General Fund balance for, Fiscal Year 2023, is 36,138.85.  The General Fund Savings balance for September, Fiscal Year 2023, is $968,108.53.  The Illinois Fund - General Fund balance for September, Fiscal Year 2023, is $2,246,717.69.  Year to date for the Fiscal Year 2023 shows revenues of $3,901,069.45 and expenses of ($3,026,679.78) for a total of $874,389.67. County Clerk & Recorder Tina Dolder was present with her report for September. Dolder reported the revenues collected for the month were $16,215.86. Dolder reported that all vital records are scheduled to be indexed in the next couple of months. We have gone live with our new voter registration system, which was paid for with grant monies. The purge cards are in the process of being mailed out and everyone should be receiving them soon. On the agenda, Dolder had 2 Resolutions 2023-16 and 2023-17 to convey the tax deed to the new tax buyer from PC Trustee. Board member Rue made a motion to approve resolutions 2023-16 and 2023-17 conveying property to the new buyer. Board member Malavolti seconded the motion and the motion was carried on a roll call board vote of 3 ayes, 0 nays, and 2 absent.  (The clerk of the board was directed to process the Resolutions 2023-16 and 2023-17.) County Circuit Clerk Carly Neubaum was not present and had nothing to report.

County Probation Officer Shawn Oetzel was not present and had nothing to report.

Zoning Administrator Ryan Giacometti was present with his report for September.  Giacometti continued inspections on various projects within the county and issued 13 new building permits, all of which are within compliance. He also reported that he has updated our ordinance to include statutory language per HB 4412 section 5-12020 governing siting regulation for commercial Wind and Solar Facilities.  There were no other questions regarding his report. County Supervisor of Assessments Tammy Mehalic was not present and had nothing to report.

County Death Investigator Bob Cofoid was present and had his report for August and September.  There were (2) deaths in August and (5) deaths in September. Putnam County Office of Emergency Management Coordinator Chauntelle Biagi-Bruer was present with her report for June, July, August, and September. Biagi continues to work on a joint exercise program with Bureau County and the Bureau-Putnam LEPC. They started planning for the functional exercise on November 4, 2023. Biagi has also attended numerous meetings and classes throughout the months. NEW & OLD BUSINESS:

The Fiscal Year 2024 Budget will be put on the agenda for approval at the next board meeting. Participation in the State of Illinois Federal Surplus Property Program was tabled.

Website Care Report was included in the packet for the board to review the activity for September.

Correspondences and Committee Reports:

Board member Rue attended the 911 meeting and it was business as usual.

At 6:16 P.M., Board member Malavolti moved to adjourn the meeting.  Board member Rue seconded the motion and the motion was carried on a roll call board vote of 3 ayes, 0 nays, and 2 absent.  The meeting was adjourned.  The next Regular Meeting of the Putnam County Board is scheduled for Monday, November 13, 2023, at 5:30 P.M.  The meeting will be held in the courtroom at the Putnam County Courthouse.
