PUTNAM COUNTY REGULAR BOARD MEETING

February 13, 2024, at 5:30 P.M.

                       

The regular meeting of the Putnam County Board was called to order at 5:30 P.M. on Tuesday, February 13, 2024, by County Board Chairman Charles Lenkaitis.  The meeting was held in the courtroom at the Putnam County Courthouse in Hennepin, Illinois

Roll Call was taken by the Clerk of the County Board with, Floyd Holocker, Tony Rue, Steven Malavolti, Luke Holly, and Charles Lenkaitis answering.

The Pledge of Allegiance was recited by all in attendance.

Minutes: It was moved by board member Holocker to approve the minutes from January 8, 2024, Regular Board Meeting.  Board member Rue seconded the motion and the motion was carried on a roll call board vote of 4 ayes, 0 nays, and 0 absent.

Bills: It was moved by board member Malavolti to approve the bills for January 2024. Board member Holocker seconded the motion and the motion was carried on a roll call board vote of 4 ayes, 0 nays, and 0 absent. 

Public comment:  No Public Comment

States Attorney Christina Judd Mennie was present but had nothing to report. 

County Highway Engineer Catherine Terando was present and presented her January report regarding County Highway Engineering and Maintenance Activities to the board. Terando had several action items on the agenda.

 First, Resolution 2024-03 Appointing a County Engineer Jointly with Marshall County. Patrick Sloan retired on 12/01/2023, therefore the Putnam County Board is appointing Catherine Terando as County Engineer of Putnam County for a period of six years effective 12/01/2023. It was moved by board member Holocker to approve Resolution 2024-03 Appointing Catherine Terando as County Engineer Jointly with Marshall County. Board member Holly seconded the motion and the motion was carried on a roll call board vote of 4 ayes, 0 nays, and 0 absent. (The Clerk of the County Board was directed to process Resolution 2024-03 Appointing a County Engineer Jointly with Marshall County.)

Next, Resolution 2024-04 Intergovernmental Agreement w/ Marshall-Putnam Counties County Engineer Services. It was moved by board member Holocker to approve Resolution 2024-04 Intergovernmental Agreement w/ Marshall-Putnam Counties County Engineer Services. Board member Malavolti seconded the motion and the motion was carried on a roll call board vote of 4 ayes, 0 nays, and 0 absent. (The Clerk of the County Board was directed to process Resolution 2024-04 Intergovernmental Agreement w/ Marshall-Putnam Counties County Engineer Services.)

After that, Resolution 2024-05 Updating and Establishing Administrative and Engineering Fees. It was moved by board member Rue to approve Resolution 2024-05 Updating and Establishing Administrative and Engineering Fees. Board member Holocker seconded the motion and the motion was carried on a roll call board vote of 4 ayes, 0 nays, and 0 absent. (The Clerk of the County Board was directed to process Resolution 2024-05 Updating and Establishing Administrative and Engineering Fees.)

Then, Resolution 2024-06 Intergovernmental Agreement Between Putnam County and Putnam County Conservation District. The Conservation District has requested the assistance of the Putnam County Engineer to help prepare paperwork, provide on-site inspection, and review and confirm the quantities billed before payment. It was moved by board member Holocker to approve Resolution 2024-06 Intergovernmental Agreement Between PC and PC Conservation District. Board member Holly seconded the motion and the motion was carried on a roll call board vote of 4 ayes, 0 nays, and 0 absent. (The Clerk of the County Board was directed to process Resolution 2024-06 Intergovernmental Agreement Between Putnam County and Putnam County Conservation District.)

Then, Amending Resolution 2024-01 Maintenance Under the Illinois Highway Code. The dollar amount was corrected on this resolution.  After a little discussion, it was moved by board member Rue to approve the Amended Resolution 2024-01 Maintenance Under the Illinois Highway Code. Board member Holocker seconded the motion and the motion was carried on a roll call board vote of 4 ayes, 0 nays, and 0 absent. (The Clerk of the County Board was directed to process Amended Resolution 2024-01 Maintenance Under the Illinois Highway Code.)

There were no further questions regarding her report. (The County Highway Engineer's full report is on file at the Office of the County Clerk & Recorder for review by any interested parties.)

Sheriff Joshua Boedigheimer was present with his financial reports for January. There were no questions regarding the Sheriff’s report. (The Sheriff’s and Civil Processing Transaction Reports are on file at the Office of the County Clerk for review by any interested parties.)   

County Treasurer Kevin Kunkel was present with his financial reports for January.  The General Fund’s Income for Jan, Fiscal Year 2024, is $247,575.54 compared to an income of $376,483.60 for January, Fiscal Year 2023. Kunkel’s report also included a review of the “General Fund Accounts Balance by Month, Fiscal Year 2024".  The General Fund balance for January, Fiscal Year 2024, is $18,316.66.  The General Fund Savings balance for January, Fiscal Year 2024, is $94123.79.  The Illinois Fund - General Fund balance for January, Fiscal Year 2024, is $2,647,015.28.  Year to date for the Fiscal Year 2024 shows revenues of $247,575.54 and expenses of ($266,211.69) for a total of ($18,636.15). There were no other questions regarding his report. (The County Treasurer’s financial reports are on file at the Office of the County Clerk for review by any interested parties.).

County Clerk & Recorder Tina Dolder was present with her report for January. Dolder reported the revenues collected for the month were $26,445.05. She also reported that Early Voting has started and all the Vote by Mails have been sent out. CIC Conversion is still in the works as there were about 20-22 lines still needing corrections. I have begun the preliminary process for Tax Extension. It has been busy. There were no other questions regarding her report. County Circuit Clerk Carly Neubaum was not present and had nothing to report.

County Probation Officer Shawn Oetzel was not present and had nothing to report.

Zoning Administrator Ryan Giacometti was present with his report for January.  Giacometti has a Planning Commission Hearing and a ZBA Hearing on February 21, 2024, at 6 and 7 pm to hear; ZBA#24-02 Application for text amendment by the Putnam County Zoning Administration to review and amend the roles and duties of the Planning Commission and to combine the Planning Commission with the ZBA to have one panel to hear, review, and vote on petitions within the County. There were no new building permits for January. Continuing instructional training hours of Flood Plain Management. There were no other questions regarding his report. County Supervisor of Assessments Tammy Mehalic was not present and had nothing to report.

County Death Investigator Bob Cofoid was present and had his Death Investigator report for January. Cofoid reported (3) deaths for the month of January. Cofoid will be planning on attending some winter training. Still checking into the refrigeration unit and storage secure area and would like to talk to the Death Investigator/Coroner Committee. There were no other questions regarding his report. (The County Death Investigator Report is on file at the Office of the County Clerk for review by any interested parties.)

Putnam County Office of Emergency Management Coordinator Chauntelle Biagi-Bruer was not present with her report.

NEW/OLD BUSINESS:

Cemetery Mowing was briefly discussed with the Highway Engineer and will be tabled until next month.

PC Security & New Antivirus was briefly discussed and tabled until next month.

The County Handbook was tabled until next month.

At 6:25 P.M., Board member Holocker moved to adjourn the meeting.  Board member Holly seconded the motion and the motion was carried on a roll call board vote of 4 ayes, 0 nays, and 0 absent.  The meeting was adjourned.  The next Regular Meeting of the Putnam County Board is scheduled for Monday, March 11, 2024, at 5:30 P.M.  The meeting will be held in the courtroom at the Putnam County Courthouse.
