PUTNAM COUNTY REGULAR BOARD MEETING

December 11, 2023, at 5:30 P.M.

                       

The regular meeting of the Putnam County Board was called to order at 5:30 P.M. on Monday, December 11, 2023, by County Board Chairman Charles Lenkaitis.  The meeting was held in the courtroom at the Putnam County Courthouse in Hennepin, Illinois

Roll Call was taken by the Clerk of the County Board with, Charles Lenkaitis, Floyd Holocker, and Steven Malavolti answering. Tony Rue and Luke Holly were absent.

The Pledge of Allegiance was recited by all in attendance.

Minutes: Minutes of the November board meeting were presented and it was moved by board member Holocker to approve the minutes from the November 13, 2023, Regular Board Meeting.  Board member Malavolti seconded the motion and the motion was carried on a roll call board vote of 3 ayes, 0 nays, and 2 absent.

Bills: Bills were presented and it was moved by board member Malavolti to approve the bills for November 2023. Board member Holocker seconded the motion and the motion was carried on a roll call board vote of 3 ayes, 0 nays, and 2 absent.  

Public comment:  No public comment.

States Attorney Christina Judd Mennie was present and did not have anything to report.

County Highway Engineer Catherine Terando was present and presented her November report regarding County Highway Engineering and Maintenance Activities to the board. Catherine announced she has completed the last of her testing and Pat Sloan has officially retired. The board congratulated her. The MFT Audit for 2022 has been completed and closed out. They received the new 550 dump truck. There were no other questions regarding her report. Sheriff Joshua Boedigheimer was present with his financial reports for November. The sheriff said that he has received the Preliminary COPS Grant which will assist in offsetting the salary for the new deputy. Within the next month or 2, the sheriff’s department will be purchasing a new vehicle. The Flock camera project is up and going, the County now has 6 cameras which will assist with public safety.  There were no other questions regarding his report. County Treasurer Kevin Kunkel was present with his financial reports for November.   The General Fund’s Income for November, Fiscal Year 2023, is $292,194.98 compared to an income of $268,676.21 for November, Fiscal Year 2022. Kunkel’s report also included a review of the “General Fund Accounts Balance by Month, Fiscal Year 2023".  The General Fund balance for, Fiscal Year 2023, is ($7,958.29) The General Fund Savings balance for, Fiscal Year 2023, is $433,763.50.  The Illinois Fund - General Fund balance for, Fiscal Year 2023, is $2,590,362.46.  Year to date for the Fiscal Year 2023 shows revenues of $4,452,059.66 and expenses of ($3,602,166.07) for a total of $849,893.59. There were no other questions regarding his report. (The County Treasurer’s financial reports are on file at the Office of the County Clerk for review by any interested parties.).

County Clerk & Recorder Tina Dolder was present with the report for November. The Clerk’s office brought in $17,011.35 for the month of November. The General Primary has started and petitions have been filed. We are accepting applications for Vote by Mail as of 12/20/2023. Early Voting starts 02/08/2024 which is the first day we will mail out ballots for anyone that has requested one. There were no other questions regarding her report. County Circuit Clerk Carly Neubaum was not present and had nothing to report.

County Probation Officer Shawn Oetzel was not present and had nothing to report.

Zoning Administrator Ryan Giacometti was present with his report for November.  Giacometti continued inspections on various projects within the county and issued 5 new building permits, all of which are within compliance. Ryan attended several different meetings regarding permit changes, state permits, and updates on utility permits and right-of-way usage. There were no other questions regarding his report. County Supervisor of Assessments Tammy Mehalic was not present and had nothing to report.

County Death Investigator Bob Cofoid was present with his report for November. There were (6) deaths in November. There were no other questions regarding his report. Putnam County Office of Emergency Management Coordinator Chauntelle Biagi-Bruer was not present and had nothing to report.

NEW & OLD BUSINESS:

Resolution 2023-34 to Enter into an Agreement for Implementing Coordination of Recycling Services on behalf of Putnam County. This is an annual Resolution; it was moved by board member Malavolti to pass Resolution 2023-34 for Recycling Services. Board member Holocker seconded the motion and the motion was carried on a roll call board vote of 3 ayes, 0 nays, and 2 absent. (The Clerk of the County Board was directed to process the Resolution 2023-34.)

Chairman Lenkaitis said that in 2024 Putnam County handbook needs to be updated. Lenkaitis said there needs to be a standardized policy for HR and he will send an email out to the office holders to get together a handbook.

Resolution 2023-35 Declaring December 11, 2023, as PC Pumas Girls Basketball Day in Putnam County. The board recognized the team as well as the coaches for attending the IESA 2A State Championships placing 4th in the state and making history by making the first-ever Final Four in 7th-grade girls’ basketball. It was moved by Board member Holocker to pass Resolution 2023-35 Declaring December 11, 2023, as PC Pumas Girls Basketball Day in Putnam County. Board member Malavolti seconded the motion and the motion was carried on a roll call board vote of 3 ayes, 0 nays, and 2 absent. (The Clerk of the County Board was directed to process the Resolution 2023-35).

Correspondences and Committee Reports:

No meetings were attended.

At 6:03 P.M., Board member Malavolti moved to adjourn the meeting.  Board member Holocker seconded the motion and the motion was carried on a roll call board vote of 3 ayes, 0 nays, and 2 absent.  The meeting was adjourned.  The next Regular Meeting of the Putnam County Board is scheduled for Monday, January 8, 2023, at 5:30 P.M.  The meeting will be held in the courtroom at the Putnam County Courthouse.
