PUTNAM COUNTY REGULAR BOARD MEETING

August 14, 2023, at 5:30 P.M.

                       

The regular meeting of the Putnam County Board was called to order at 5:30 P.M. on Monday, August 14, 2023, by County Board Chairman Charles Lenkaitis.  The meeting was held in the courtroom at the Putnam County Courthouse in Hennepin, Illinois

Roll Call was taken by the Clerk of the County Board with, Charles Lenkaitis, Floyd Holocker, Tony Rue, Steven Malavolti, and Luke Holly answering.

The Pledge of Allegiance was recited by all in attendance.

Minutes: It was moved by board member Holocker to approve the minutes from June 12, 2023, Regular Board Meeting.  Board member Holly seconded the motion and the motion was carried on a roll call board vote of 4 ayes, 0 nays, and 0 absent. Then, it was moved by board member Holocker to approve the minutes from July 10, 2023, Regular Board Meeting. Board member Holly seconded the motion and the motion was carried on a roll call board vote of 4 ayes, 0 nays, and 0 absent.

Bills: It was moved by board member Holocker to approve the bills for June & July 2023. Board member Malavolti seconded the motion and the motion was carried on a roll call board vote of 4 ayes, 0 nays, and 0 absent.  

Public comment:  No public comment.

States Attorney Christina Judd Mennie was present and recommended to the board to approve the Intergovernmental Mutual Aid Agreement for the Establishment of the Illinois Public Health Mutual Aid System (IPHMAS) after little discussion board member Rue made a motion to approve the Intergovernmental Mutual Aid Agreement. Board member Malavolti seconded the motion and the motion was carried on a roll call board vote of 4 ayes, 0 nays, and 0 absent. (The clerk of the board was directed to process the agreement.)

Next, on the agenda was an Intergovernmental Agreement with the Village of Hennepin regarding camera systems. Village of Hennepin President, Kevin Coleman was present and was asking for input from the County on what camera system to use. Sheriff Boedigheimer said that he would recommend the Flock Safety Camera System, the county currently has 6 cameras set up throughout the county. Flock Safety System integrates with the National Crime Information Center (NCIC), to provide alerts to dispatch and patrol officers on vehicle license plates associated with outstanding warrants, missing persons, and stolen vehicles. After a short discussion board member Holocker made a motion to approve the Intergovernmental Agreement with the Village of Hennepin subject to the Hennepin board meeting and as long as they decide on the Flock Safety Camera System. Board member Holly seconded the motion and the motion was carried on a roll call board vote of 4 ayes, 0 nays, and 0 absent. Village of Hennepin President, Kevin Coleman said that he will give his board this information and get in touch with State Attorney, Christina Judd Mennie to move forward depending on the Village meeting. 

Assistant County Highway Engineer Catherine Terando was present and presented her July report regarding County Highway Engineering and Maintenance Activities to the board. Terando reported that all regular maintenance was completed.  The MFT work should begin in a couple of weeks. Pat was also present and reported they were working on the bridge program again. Sheriff Joshua Boedigheimer was present with his financial reports for July. The Sheriff reported recent problems with the elevator not working correctly. A company did come and fix the issue for the time being. He is still having problems trying to get a hard date with the elevator people to come and do the upgrades. The Sheriff and the State’s Attorney did remind the board that the Safety Act does go into effect on September 18, 2023, and that will affect our budget.  There were no other questions regarding his report.  (The Sheriff’s and Civil Processing Transaction Reports are on file at the Office of the County Clerk for review by any interested parties.)   

County Treasurer Kevin Kunkel was present with his financial reports for July.  The General Fund’s Income for July, Fiscal Year 2023, is $298,910.82 compared to an income of $313,976.20 for July, Fiscal Year 2022. Kunkel’s report also included a review of the “General Fund Accounts Balance by Month, Fiscal Year 2023".  The General Fund balance for July, Fiscal Year 2023, is $ 11,418.28.  The General Fund Savings balance for July, Fiscal Year 2023, is $631,009.16.  The Illinois Fund - General Fund balance for July, Fiscal Year 2023, is $2,011,037.00.  Year to date for the Fiscal Year 2023 shows revenues of $298,910.82 and expenses of ($351,406.69) for a total of ($52,495.87). There were no other questions regarding his report. (The County Treasurer’s financial reports are on file at the Office of the County Clerk for review by any interested parties.).

County Clerk & Recorder Tina Dolder was present with her report for July. Dolder reported the revenues collected for the month were $16,384.27. Dolder reported that September 5, 2023, is the first day of circulating petitions for the Primary Election on March 19, 2024. There were no other questions regarding her report. (The County Clerk & Recorder’s financial report is on file at the Office of the County Clerk & Recorder for review by any interested parties.)

County Circuit Clerk Carly Neubaum was not present and had nothing to report.

County Probation Officer Shawn Oetzel was not present and had nothing to report.

Zoning Administrator Ryan Giacometti was present with his report for July.  Giacometti updated all 2023 building permits and documents associated with a hard drive as well as having physical files on hand. Continuing to do inspections on the various projects as needed within the county. Giacometti is in the initial stages of updating and amending our ordinance text to adopt the State statute governing wind and solar. There were also several permits issued for the month of July. There were no other questions regarding his report. (The Zoning Officer’s full report is on file at the Office of the County Clerk & Recorder for review by any interested parties.)

County Supervisor of Assessments Tammy Mehalic was not present and had nothing to report.

County Death Investigator Bob Cofoid was present and had his Death Investigator report for July. Cofoid reported (3) deaths for the month of July. Cofoid plans on attending the ICMEA conference this month. There were no other questions regarding his report. (The County Death Investigator Report is on file at the Office of the County Clerk for review by any interested parties.)

Putnam County Office of Emergency Management Coordinator Chauntelle Biagi-Bruer was not present and had no report.  

NEW BUSINESS:

NCICG – Resolution 2023-13 Entered into an Agreement for Application and Administration Services for a Community Development Block Grant-Coronavirus Business Resiliency Program on Behalf of Putnam County. After a short discussion, it was decided that Chauntelle would chair this grant and work alongside NCICG. It was moved by board member Malavolti to approve Resolution 2023-13. Board member Holocker seconded the motion and the motion was carried on a roll call board vote, 4 ayes, 0 nays, 0 absent. (The clerk of the board was directed to process Resolution 2023-13.)

Putnam County Conservation District reported Ron Bluemer, PCCD Trustee has recently ended his 5-year term and the PCCD board would like to extend the position to Shannon Fay of Hennepin. After a short discussion, it was moved by board member Malavolti to approve the appointment of Shannon Fay to the PCCD board as Trustee. Board member Holocker seconded the motion and the motion was carried on a roll call board vote, 4 ayes, 0 nays, 0 absent. (The clerk of the board will notify PCCD.)

OLD BUSINESS:

Website Care Report was included in the packet for the board to see the activity for July.

Participation in the State of Illinois Federal Surplus Property Program was tabled.

At 6:21 P.M., Board member Rue moved to adjourn the meeting.  Board member Holocker seconded the motion and the motion was carried on a roll call board vote of 4 ayes, 0 nays, and 0 absent.  The meeting was adjourned.  The next Regular Meeting of the Putnam County Board is scheduled for Monday, September 11, 2023, at 5:30 P.M.  The meeting will be held in the courtroom at the Putnam County Courthouse.
