PUTNAM COUNTY REGULAR BOARD MEETING

May 09, 2022, at 5:30 P.M.

                       

The regular meeting of the Putnam County Board was called to order at 5:30 P.M. on Monday, May 09, 2022, by County Board Chairman Charles Lenkaitis.  The meeting was held in the courtroom at the Putnam County Courthouse in Hennepin, Illinois.

Roll Call was taken by the Clerk of the County Board with, Floyd Holocker, Tony Rue, Steve Malavolti, and Luke Holly being absent.

The Pledge of Allegiance was recited by all in attendance.

Minutes: It was moved by board member Holocker to approve the minutes from April 11, 2022, Regular Board Meeting.  Board member Rue seconded the motion and the motion was carried on a roll call board vote of 3 ayes, 0 nays, and 1 absent.

Bills: It was moved by board member Malavolti to approve bills for April 2022. Board member Holocker seconded the motion and the motion was carried on a roll call board vote of 3 ayes, 0 nays, and 1 absent.

Public comment:  

Valerie Witzman was present and gave a handout of statistics that she found regarding the number of acres in Putnam County and whether or not they supported wind turbines. Witzman stated the residents supporting wind turbines are a very small representation of the County.

Charlie Witzman was present and agreed with everything Val had said. Charlie asks the board to review all the negative things that have been brought up in the past about wind turbines. Chalie stated that he would like to not see wind turbines in Putnam County.

States Attorney Christina Judd Mennie was present and said that she approved the Resolution that was drawn up for the Sheriff’s Salary. After the board talks about the Resolution for Elected Officials, she will draw up a Resolution for that to be approved at a Special Meeting.

County Highway Engineer Pat Sloan presented his April report regarding County Highway Engineer and Maintenance Activities to the board. Pat announced Jon Clausen’s retirement on June 30th from Putnam County Highway. Pat said that he did start an ad in the paper already in hopes of getting a qualified candidate. The board congratulated Jon Clausen and wished him a happy retirement.  Pat also reported the road use agreement between Magnolia Township and the Diocese of Peoria has been settled for the amount of reimbursement.  The Diocese and the farmer on 100N are sharing in the cost of paving for 100N and they will be allowed year-round use of the road for servicing their facilities. Sheriff Kevin Doyle was present with his financial reports for April. There were no questions on his report. Sheriff Doyle said that he will have Matt switch over to the cooling tower tomorrow for the courthouse. The parking lot project should be starting soon and they said it would take approximately 2 weeks to finish. (The Sheriff’s and Civil Processing Transaction Reports are on file at the Office of the County Clerk for review by any interested parties.)    

County Treasurer Kevin Kunkel was present and presented his financial reports for April to the board.  The General Fund’s balance for April, Fiscal Year 2022, is $315,930.87 compared to a balance of $201,475.15 for April, Fiscal Year 2021. Kunkel’s report also included a review of the “General Fund Accounts Balance by Month, Fiscal Year 2022".  The General Fund balance for April, Fiscal Year 2022, is $33,043.72.  The General Fund Savings balance for April, Fiscal Year 2022, is $979,819.43.  The Illinois Fund - General Fund balance for April, Fiscal Year 2022, is $547,250.47.  The total of the General Fund Accounts is $1,560,113.62.  Year to date for the Fiscal Year 2022 shows revenues of $1,393,121.70 and expenses of ($1,291,033.95) for a total of 102,087.75. County Clerk & Recorder Tina Dolder presented her report for April to the board.  Dolder’s report shows $92,535.19 in total receipts for the month. Dolder reported a scanning project update, there are now documents online back to 1999. Condor the indexing company is working on the indexing at this time to index documents from 2009 to 1999.  After running into some minor issues Dolder handed the tax rates over to the Treasurer on May 10th.  Dolder said that Open Enrollment goes through the end of May to make any Insurance changes.  Dolder also stated that she submitted all of her PT employees’ wages from the first few months to a grant to get reimbursed totaling $2,814.30. That reimbursement should come in within the next few months.  (The County Clerk & Recorder’s financial report is on file at the Office of the County Clerk & Recorder for review by any interested parties.)

County Circuit Clerk Carly Neubaum was present and said that Law Day was tomorrow and the courthouse was glad to have them back this year. The fourth graders will be coming to visit the courthouse this coming Friday for their field trip.

County Probation Officer Patricia Hohulin was not present and did not have a report for the board.

County Supervisor of Assessments Tammy Mehalic was not present and did not have a report for the board.

County Zoning Officer report. Board member Malavolti said he finished up a few inspections and thanked the Assessor’s office for helping with building permits. Board member Holocker and Chairmen Lenkaitis checked out a fencing complaint and believe it is now handled.

County Death Investigator Bob Cofoid presented his Death Investigator report for April to the board.  There were (2) deaths reported to his office during April. Cofoid also said Chief Deputy Skowera and himself attended a training conference at Starved Rock and it was a very interesting 2 days.  (The County Death Investigator Report is on file at the Office of the County Clerk for review by any interested parties.)

Putnam County Office of Emergency Management Coordinator Chauntelle Biagi-Bruer presented her April report to the board. The State of Illinois has extended its Disaster Proclamation until May 28, 2022, which covers all 102 counties including Putnam County. Biagi-Bruer has attended several meetings this past month. The south tower radio repair is scheduled to be fixed this week. Biagi-Bruer has been working on the new 3-year grant cycle that is coming up. NEW BUSINESS:

Reappointment of Ronald Bruch for a 5-year term (5/2022 -4/2027) as trustee of the Marshal-Putnam River Conservancy District. After a short discussion, board member Rue moved to pass the reappointment of Ronald Bruch as trustee. Board member Malavolti seconded the motion and the motion was carried on a roll call board vote of 3 ayes, 0 nays, and 1 absent.

Regional Superintendent of Schools, Christopher B. Dvorak presented his annual report and update. Mr. Dvorak spoke about many of the challenges that the school system has had to navigate in the past year he also highlighted some of the new programs and services offered. Mr. Dvorak thanked the board for the continual support, collaboration, and encouragement throughout the year. Reappointment of Bart Whitney for a 3-year term (5/2022-4/2025) as trustee of the McNabb Fire Protection District. After a short discussion, board member Rue moved to pass the reappointment of Bart Whitney as trustee. Board member Holocker seconded the motion and the motion was carried on a roll call board vote of 3 ayes, 0 nays, and 1 absent.

Resolution 2022-05 Establishing the Salary for the Putnam County Sheriff, after a short discussion board member Malavolti moved to pass the Resolution 2022-05. Board member Rue seconded the motion and the motion was carried on a roll call board vote of 3 ayes, 0 nays, and 1 absent. The Clerk of the County Board was directed to process the Resolution (#2022-05). 

Establishing Term Salaries for Elected County Officials was an agenda item and after a brief discussion, this item was tabled.

At 6:23 pm Board member Rue moved to go into Executive Session to discuss personal. Board member Holocker seconded the motion and the motion was carried on a roll call board vote of 3 ayes, 0 nays, and 1 absent. At 6:52 pm Board member Malavolti moved to come out of Executive Session. Board member Rue seconded the motion and the motion was carried on a roll call board vote of 3 ayes, 0 nays, and 1 absent.

ADJOURN:              

At 6:54 P.M., Board Rue member moved to adjourn the meeting.  Board member Holocker seconded the motion and the motion was carried on a roll call board vote of 3 ayes, 0 nays, and 1 absent.  The meeting was adjourned.  The next Regular Meeting of the Putnam County Board is scheduled for Monday, June 13, 2022, at 5:30 P.M.  The meeting will be held in the courtroom at the Putnam County Courthouse.
