PUTNAM COUNTY REGULAR BOARD MEETING

               May 8, 2023, at 5:30 P.M.                       

The regular meeting of the Putnam County Board was called to order at 5:30 P.M. on Monday, May 8, 2023, by County Board Chairman Charles Lenkaitis.  The meeting was moved to the EMA Building the morning of because there was no electricity at the courthouse.

Roll Call was taken by the Clerk of the County Board with, Floyd Holocker, Tony Rue, Steven Malavolti, Luke Holly, and Charles Lenkaitis answering.

The Pledge of Allegiance was recited by all in attendance.

Minutes: It was moved by board member Holocker to approve the minutes from April 10, 2023, Regular Board Meeting.  Board member Holly seconded the motion and the motion was carried on a roll call board vote of 4 ayes, 0 nays, and 0 absent.

Bills: It was moved by board member Malavolti to approve the bills for April 2023. Board member Holocker seconded the motion and the motion was carried on a roll call board vote of 4 ayes, 0 nays, and 0 absent.  

Public comment:  None

States Attorney Christina Judd Mennie was present but had nothing to report.  

County Highway Engineer and Assistant Engineer Pat Sloan and Catherine Terando were present and presented their April report regarding County Highway Engineering and Maintenance Activities to the board. Sloan discussed the Resolution Appropriating Funds for the payment of the County Engineer’s Salary. After a short discussion, it was moved by board member Rue to approve Resolution 2023-10 Appropriating Funds for the payment of the County Engineers’ Salary. Board member Holocker seconded the motion and the motion was carried on a roll call board vote of 4 ayes, 0 nays, and 0 absent.  (The Clerk of the County Board was directed to process the Resolution (2023-10.) Sloan also addressed the Timberline Drive complaint from USPS. USPS has stated the road is almost impassable due to the large potholes. USPS stated that they will have to go to a different delivery option if the road does not get fixed. Sloan said he has been in contact with USPS, Village of Mark, and Granville Township however this road is not the county’s responsibility. Sloan included a letter dated July 25, 2016, to the Granville Township Road Commissioner, discussing the History, MFT Impacts, Township Property Taxes, and the discussion of 3 options that Sloan would have assisted with at the time. There were no other discussions after that. Sloan said that this road issue comes up about every 5 years and nothing has ever been done. It appears that it is a private road and the residents can care for it if they would like. Terando did report the weight limits have been lifted in the county. Terando also reported that there were 39 pallets of Electronics collected on April 21, 2023.

Sheriff Joshua Boedigheimer was present with his financial reports for April. The Sheriff reported that the new squad will be picked up this coming Wednesday. The Sheriff had an agreement between the Village of Granville and Putnam County regarding dispatching. After a short discussion, it was moved by board member Holly to approve the dispatching agreement between the Village of Granville and Putnam County. Board member Holocker seconded the motion and the motion was carried on a roll call board vote of 4 ayes, 0 nays, and 0 absent. (The Clerk of the County Board was directed to process the Agreement.) There were no other questions regarding his report.  (The Sheriff’s and Civil Processing Transaction Reports are on file at the Office of the County Clerk for review by any interested parties.)    

County Treasurer Kevin Kunkel was present with his financial reports for April.  The General Fund’s Income for April, Fiscal Year 2023, is $265,185.64 compared to an income of $315,930.87 for April, Fiscal Year 2022. Kunkel’s report also included a review of the “General Fund Accounts Balance by Month, Fiscal Year 2023".  The General Fund balance for April, Fiscal Year 2023, is $(71,391.00).  The General Fund Savings balance for April, Fiscal Year 2023, is $269,848.70.  The Illinois Fund - General Fund balance for April, Fiscal Year 2023, is $1,607,484.40.  Year to date for the Fiscal Year 2023 shows revenues of $265,185.64 and expenses of ($300,051.45) for a total of ($34,865.81). County Clerk & Recorder Tina Dolder was present with her report for April. Dolder reported the revenues collected for the month were $15,519.71. The Consolidated Election was certified with no problems. Striking the rates for 2022 tax bills took a bit longer than expected but they were completed with no errors. Dolder also reported that May 1st begins the Open Enrollment period through the 31st for any employee who would like to change their insurance.  Dolder presented the annual Local Government Health Plan Intergovernmental Cooperation Agreement, insurance is going up between 1 – 5% depending on the plan that an employee has. After a short discussion, it was moved by board member Malavolti to approve the Local Health Plan agreement.  Board member Rue seconded the motion and the motion was carried on a roll call board vote of 4 ayes, 0 nays, and 0 absent. County Circuit Clerk Carly Neubaum was not present and had nothing to report.

County Probation Officer Shawn Oetzel was not present and had nothing to report.

Zoning Administrator Ryan Giacometti was present with his report for April.  Giacometti announced a ZBA meeting being held on May 17, 2023, concerning the Article 14 text amendment. The Planning Commission will meet on May 18, 2023, to review the text amendment and recommend their findings to the county board. Giacometti is recommending a 5-year term appointment of Laurie Glenn to the Planning Commission Board. It was moved by board member Holocker to approve the appointment of Laurie Glenn to the Planning Commission Board. Board member Holly seconded the motion and the motion was carried on a roll call board vote of 4 ayes, 0 nays, and 0 absent. Giacometti is also recommending an update of Permitting fees; he provided documents and a resolution for review. After a short discussion, it was moved by board member Rue to approve Resolution 2023-11 Updating the Permit fee schedule. Board member Holocker seconded the motion and the motion was carried on roll call board vote of 4 ayes, 0 nays, and 0 absent. (The Clerk of the County Board was directed to process Resolution 2023-11 Updating the Permit fee schedule.) There were also several building permits issued for the month of April. County Supervisor of Assessments Tammy Mehalic was not present and had nothing to report.

County Death Investigator Bob Cofoid was present with his Death Investigator report for April. Cofoid reported (2) deaths for the month of April. Cofoid and Chief Deputy Skowera attended a 2-day conference this month in LaSalle. There were no other questions regarding his report. Putnam County Office of Emergency Management Coordinator Chauntelle Biagi-Bruer was present however did not have a physical report. Chauntelle reported that there were several weather-related events during the last month. The belt on the generator broke but is being fixed as we were speaking. Chauntelle also attended several meetings this last month and reported that she will have a written report at the next board meeting. There were no other questions for her at this time.

NEW BUSINESS:

Cemetery Mowing bids were reviewed at the April meeting and board member Rue reached out to one of the bidders to clear up some language on the bid. After a discussion, it was moved by board member Rue to approve Smith Lawn Care for the mowing of the cemeteries for this season. Board member Holocker seconded the motion and the motion was carried on roll call board vote of 4 ayes, 0 nays, and 0 absent.   

Magnolia Cemetery Board Association requested the approval of the board members and terms. It was moved by board member Holly to approve the board members and terms. Board member Holocker seconded the motion and the motion was carried on a roll call board vote, 4 ayes, 0 nays, 0 absent.

Website Estimates that were discussed in April were tabled to gather more information. The board gathered the information they needed to make a cost-effective decision which was to go with a different company for our website and emails. The board collectively made the decision to sign a 5-year agreement with Revize Web Services which includes unlimited tech support, CMS software updates, security software updates, and 24-hour website health monitoring. Website hosting on 4 redundant server farms included free of charge with SSL security certificate, Plus hosting emails and interactive fillable forms builder maintenance. Unlimited tech support was a huge contributor to switching companies. It was moved by board member Holocker to approve the Agreement with Revize Web Services. Board member Holly seconded the motion and the motion was carried on a roll call board vote, 4 ayes, 0 nays, 0 absent. (The Clerk of the County Board was directed to process the agreement with Revize Web Services.)

Standard Fire Protection District Board has requested the reappointment of Mr. John Twardowski to the board of trustees for a 3-year term. It was moved by board member Holly to approve the reappointment of Mr. John Twardowski to the Standard Fire Protection District as trustee.  Board member Rue seconded the motion and the motion was carried on a roll call board vote, 4 ayes, 0 nays, 0 absent.

OLD BUSINESS:

Website Care Report was included in the packet for the board to see the activity for April.

Correspondences and Committee Reports:

Lenkaitis attended a Health Department meeting and Malavolti attended a BEST meeting there was nothing new to report from either meeting.

At 6:07 P.M., Board member Holocker moved to adjourn the meeting.  Board member Malavolti seconded the motion and the motion was carried on a roll call board vote of 4 ayes, 0 nays, and 0 absent.  The meeting was adjourned.  The next Regular Meeting of the Putnam County Board is scheduled for Monday, June 12, 2023, at 5:30 P.M.  The meeting will be held in the courtroom at the Putnam County Courthouse.
