Mission-Purpose

The Putnam County Clerk & Recorder is commissioned by the State of Illinois and is sworn to execute the duties of the office according to the law by which it is governed. The County Clerk & Recorder and her staff are committed to the highest level of professionalism in customer service while maintaining and preserving the numerous records recorded and filed with the office. The Putnam County Clerk & Recorder’s Office touches the lives of every citizen of Putnam County in some form or another. No other office in the county interacts to such a great degree with the public. The office handles a wide variety of duties and responsibilities as outlined in the Illinois Compiled Statutes. 

The County Clerk’s division of local county government is responsible for vital records, county board proceedings, and tax related records as well as voter registration and the conduct of all elections.

The Recorder’s division of local county government administrates the recording of legal land record documents such as deeds, mortgages, releases, assignments, liens, and plats of survey. The division also records and maintains the files of military discharge papers (DD Form 214’s).
