SPECIAL MEETING OF THE PUTNAM COUNTY BOARD
FRIDAY, AUGUST 27, 2021 at 12:00 P.M.

A Special Meeting of the Putnam County Board was called to order at 12:00 P.M. on August 27, 2021, via zoom by Putnam County Board Chairman Charlie Lenkaitis. 

Roll call was taken by the Clerk of the County Board with Steven Malavolti, Luke Holly, Tony Rue, Floyd Holocker, and Charles Lenkaitis answering.  

The first order of business for this special meeting was the discussion and decision of the Fidlar Software contract to be paid under the American Recovery Act Grant. After a short discussion, the board agreed this was the appropriate time to move forward with approving this software in order to make our land records accessible online. Making our land records accessible online will assist searchers during a pandemic to search from their homes or offices. Board member Malavolti made the motion to pay for the Fidlar Software contract under the American Recovery Act Grant. Board member Rue seconded the motion and the motion was carried on roll call board vote 4 ayes, 0 nays. 

The next order of business for this special meeting was to discuss and decide on the use of the American Recovery Act Grant money for the Parking Lot project. Board member Rue made a motion to approve the American Recovery Act Grant money and put the Engineer work out for bid.  Board member Holly seconded the motion and the motion was carried on a roll call board vote 4 ayes, 0 nays. 

The next order of business for this special meeting was to discuss and decide for the American Recovery Act committee to approve projects less the $25,000.00. American Recovery Act Committee Chairman Sheriff Doyle did say that all projects are reviewed by the State’s Attorney and the committee which does also consists of 2 board members to make sure all projects will qualify under the American Recovery Act. Board member Holly made a motion to approve the committee to approve any project that falls below the responsible bidder’s clause. Board member Holocker seconded the motion and the motion was carried on roll call board vote 4 ayes, 0 nays. 

The next order of business for the special meeting was to discuss and decide on the Resolution for a Moratorium. The moratorium will allow us time to get our ordinance in place and make sure we are considering the safety of our Putnam County residents. This moratorium will end by April 15, 2022, unless ended earlier by a county board resolution or extended prior to April 15, 2022, by a county board resolution. Board member Holocker made a motion to approve the Wind Turbine Moratorium Resolution. Board member Holly seconded the motion and the motion was carried on roll call board vote 4 ayes, 0 nays.  The Clerk of the County Board was directed to process the resolution. (#2021-15).     

At 12:14 P.M., board member Holocker moved to adjourn the special meeting. Board member Malavolti seconded the motion and the motion was carried on a board vote of 4 ayes, 0 nays, and 0 absent.
