REGULAR MEETING OF THE PUTNAM COUNTY BOARD

Suspended from November 17, 2016
November 21, 2016, 8:30 A.M.

The Regular Meeting of the Putnam County Board, suspended at 7:50 P.M. on November 17, 2016, was called to order at 8:30 A.M. on November 23, 2015, in the Board Room at the Putnam County Courthouse in Hennepin, Illinois by Board Chairman Duane Calbow. Roll call was taken be the Clerk of the County Board with Duane Calbow, Sheila Haage, William Holmes, Steven Malavolti, and Luke Holly answering. Also in attendance was Auditor Kim Baum, representing Arch Hopkins & Associates, C.P.A.’s.

This suspended meeting of the Putnam County Board was called for the full board to review and approve the Annual Budget / Appropriation Ordinance, and Tax Levy for the Fiscal Year beginning December 1, 2016 and ending November 30, 2017. The agenda for the meeting also included the appointment of a Putnam County Death Investigator, Putnam County Health Department board member re-appointments, and a Resolution for the State’s Attorney Appellate Prosecutor.

At this point of the meeting, the board addressed the agenda item for the Putnam County Death Investigator Appointment (current appointment expires 11/30/16). It was noted that only one (1) individual had applied for the position. After brief discussion, board member Luke Holly moved that the board appoint Mr. Robert L. Cofoid as Putnam County Death Investigator for a four (4) year term commencing on December 1, 2016, and expiring on November 30, 2020. Board member William Holmes seconded the motion and the motion was carried on a roll call board vote of 4 ayes, 0 nays, and 0 absent.

The board then addressed the agenda item for Putnam County Health Department Board Member Re-appointments. The Putnam County Health Department recommends the re-appointment of current board members Christina Judd-Mennie, Sean Bailey, Christine Fiedler, Rhonda Downey, and Toni Lawley to their board. The re-appointments are for three (3) year terms which will expire November 1, 2019. After brief discussion, board member Steven Malavolti moved that the board approve the Putnam County Health Department’s recommendation for the re-appointments. Board member Luke Holly seconded the motion and the motion was carried on a roll call board vote of 4 ayes, 0 nays, and 0 absent.      

The agenda item for Resolution / State’s Attorney’s Appellate Prosecutor was addressed by the board. State’s Attorney Christina Mennie had submitted to the board a resolution which supports the continued operation of the Office of the State’s Attorney’s Appellate Prosecutor and designates the Office of the State’s Attorney’s Appellate Prosecutor as its agent to administer the operation of appellate offices and process said appellate court cases for Putnam County. After brief discussion, board member Sheila Haage moved that the board approve and adopt the resolution as written. Board member Steven Malavolti seconded the motion and the motion was carried on a roll call board vote of 4 ayes, 0 nays, and 0 absent. The Clerk of the County Board was directed to process the Resolution (#2016-27).

It was moved by board member Sheila Haage to approve the minutes from the November 17, 2016, Suspended Meeting. Board member Luke Holly seconded the motion and the motion was carried by a roll call board vote of 4 ayes, 0 nays, and 0 absent.

After review and discussion of the Annual Budget / Appropriation Ordinance for the Fiscal Year beginning December 1, 2016 and ending November 30, 2017 with Ms. Baum, board member Steven Malavolti moved to approve and adopt the Annual Budget / Appropriation Ordinance as written. Board member Sheila Haage seconded the motion and the motion was carried on a roll call board vote of 3 ayes, 1 nay, and 0 absent. The Clerk of the County Board was directed to process the Ordinance (#2016-0-05).

Next, the board reviewed and discussed the Tax Levy Ordinance for the Fiscal Year beginning December 1, 2016 and ending November 30, 2017 with Ms. Baum. Board member Luke Holly then moved to approve and adopt the Tax Levy Ordinance as written. Board member Sheila Haage seconded the motion and the motion was carried on a roll call board vote of 4 ayes, 0 nays, and 0 absent. The Clerk of the County Board was directed to process the Ordinance (#2016-0-06).

Board Chairman Duane Calbow then took a moment to thank the board members for their contributions in the preparation of the annual budget for next fiscal year.

At 9:15 A.M., board member Sheila Haage moved that the suspended meeting be adjourned. Board member Luke Holly seconded the motion and motion was carried on a board vote of 4 ayes, 0 nays, and 0 absent. The suspended meeting was then adjourned.
