SPECIAL MEETING OF THE PUTNAM COUNTY BOARD

MONDAY, SEPTEMBER 16, 2019, 8:30 A.M.

 

A Special Meeting of the Putnam County Board was called to order at 8:30 A.M. on September 16, 2019, in the Board Room at the Putnam County Courthouse in Hennepin, Illinois by Putnam County Board Chairman Steven Malavolti. 

Roll call was taken by the Clerk of the County Board with Sheila Haage, Steven Malavolti, Luke Holly, Charles Lenkaitis, and Brad Popurella answering.  Also present for the meeting was Sheriff Kevin Doyle, State’s Attorney Christina Judd-Mennie, and two (2) members of the press.      

The first order of business for this special meeting was to discuss and approve a “Resolution Of Putnam County Amending Resolution #2017-04 Abating Taxes Imposed On Certain Real Property Located Within the Bureau/Putnam County Area (2017) Enterprise Zone”.  The Resolution amends the 10-year abatement of taxes from the rate of 100% to 75% of the value of the improvements for the year in which the assessment for the improvements is made and nine (9) assessment years immediately following the year in which the assessment for the improvements is made.  In addition, Putnam County will not be providing an abatement for the taxing district: PUT-Ambulance District.  After further discussion, board member Charles Lenkaitis moved that the board adopt the Resolution to amend Resolution #2017-04.  Board member Brad Popurella seconded the motion and the motion was carried on a roll call board vote of 3 ayes, 1 nay, and 0 absent.  The Clerk of the County Board was directed to process the (Resolution #2019-12).  (Said resolution is on file at the Office of the Putnam County for review by any interested parties).

The next order of business for this special meeting was to discuss and approve an “Employment Contract For Putnam County Sheriff’s Department”.  Putnam County Sheriff Kevin Doyle reviewed for board approval an Employment Contract between the County of Putnam (the “Employer”) and Chad W. Haage (the “Employee”).  Contingent upon County Board approval, The County of Putnam and Chad W. Haage will agree to an Employment Contract that will change Mr. Haage’s employment status from full-time Chief Deputy Sheriff to part-time Chief Deputy Sheriff.  The commencement date for Mr. Haage’s part-time employment as Chief Deputy will be February 1, 2020.  After a brief discussion, board member Brad Popurella moved that the board approve the Employment Contract between the County of Putnam and Chad W. Haage.  Board member Charles Lenkaitis seconded the motion and the motion was carried on a roll call board vote of 3 ayes, 0 nays, and 1 abstention.      

The next order of business for this special meeting was to discuss and approve “County Cannabis Retailers’ Occupation Tax”.  The board reviewed a draft of an ordinance prepared by the State’s Attorney establishing a County Cannabis Retailers’ Occupation Tax.  The ordinance imposes a tax upon all persons engaged in the business of selling cannabis, other than cannabis purchased under the Compassionate Us of Medical Cannabis Pilot Program Act, at retail locations in the county on the gross receipts from these sales at the following rates: (i) 3.75% of the gross receipts from these sales made in the course of that business in unincorporated areas of Putnam County; and (ii) 3.00 % of the gross receipts of sales made in a municipality located in Putnam County.  The imposition of this tax is in accordance with the provisions of the County Cannabis Retailers’ Occupation Tax Law (55 ILCS 5/5-1006.8).  The ordinance shall be in full force and effect from and after its passage and approval and publication as required by law, provided, however, that the tax provided for shall take effect for all sales on or after the first day of January 2020.  Copies of the ordinance shall be certified and sent to the Illinois Department of Revenue prior to September 30, 2019.  After further discussion, board member Charles Lenkaitis moved that the board adopt the ordinance to establish county cannabis retailers’ occupation tax in the county of Putnam, Illinois.  Board member Brad Popurella seconded the motion and the motion was carried on a roll call board vote of 4 ayes, 0 nays, and 0 absent.  The Clerk of the County Board was directed to process the (Ordinance #2019-0-06).  (Said ordinance is on file at the Office of the Putnam County for review by any interested parties).

At 8:35 A.M., board member Sheila Haage moved to adjourn the special meeting.  Board member Luke Holly seconded the motion and the motion was carried on a board vote of 4 ayes, 0 nays, and 0 absent.  The next Regular Meeting of the Putnam County Board is scheduled for Tuesday, October 15, 2019, at 8:30 A.M.
