PUTNAM COUNTY BOARD FINANCE COMMITTEE MEETING

MONDAY, MAY 20, 2019

6:30 P.M.

 

A meeting of the Putnam County Board’s Finance Committee, suspended at 10:50 A.M. on May 13, 2019, was called to order at 6:30 P.M. on May 20, 2019, in the Board Room at the Putnam County Courthouse in Hennepin, Illinois by Putnam County Board Chairman Steven Malavolti. 

Roll call was taken by the Clerk of the County Board with Sheila Haage, Steven Malavolti, Luke Holly, Charles Lenkaitis, and Brad Popurella answering.  Also present for the meeting was Putnam County Treasurer Kevin Kunkel, Office Holders / Department Heads, staff members, and members of the news media.  

This suspended meeting of the Putnam County Board’s Finance Committee was called to discuss the Fiscal Year 2018-2019 spending and recommendations for amending the Annual Budget and Appropriation Ordinance for the Fiscal Year December 1, 2018, through November 30, 2019.  

The committee reviewed and discussed the Fiscal Year 2018-2019 spending.  Spending to date is at $1,371,372.00.  

The committee then discussed recommendations for amending the Annual Budget and Appropriation Ordinance for the Fiscal Year December 1, 2018, through November 30, 2019.  The committee agreed to recommend that the employee health insurance plan would remain the same for the subsequent contract year (July 1, 2019, through June 30, 2020).           

At 6:40 P.M., committee member Sheila Haage moved that the committee retires into Executive Session to discuss personnel issues (5ILCS 120/2).  Committee member Brad Popurella seconded the motion and the motion was carried on a roll call committee vote of 5 ayes, 0 nays, and 0 absent.  The committee then retired into Executive Session. 

 EXECUTIVE SESSION 

At 8:00 P.M., committee member Sheila Haage moved that the committee returns to Regular Session.  Committee member Luke Holly seconded the motion and the motion was carried on a roll call committee vote of 5 ayes, 0 nays, and 0 absent.  The committee then returned to Regular Session. 

The committee reviewed recommendations for amending the Annual Budget and Appropriation Ordinance for the Fiscal Year December 1, 2018, through November 30, 2019.  The committee approved the following budget amendment recommendations: 

  • Appropriation # 7-Courts, Account #001-007-5008 (Deputy Clerk Salary) amended to $15,543.00
  • Appropriation #8-Elections, Account #001-008-5014 (Salary of 40 Judges) amended to $5,925.00
  • Appropriation #8-Elections, Account #001-008-5192 (Election Extra Help) amended to $1,175.00
  • Appropriation #10-Sheriff, Account #001-010-5024 (Other Salaries/O.T.) amended to $430, 919.00
  • Appropriation #39-Probation Officer, Account #001-039-5010 (Part Time Salary) amended to $8,485 

After a brief discussion, committee member Sheila Haage moved to approve the committee’s budget amendment recommendations to the county board for final approval.  Committee member Charles Lenkaitis seconded the motion and the motion was carried on a committee roll call vote of 5 ayes, 0 nays, and 0 absent.      

The committee also recommended that the Putnam County Office of Emergency Management remain open as a result of an agreement for rental revenue from various organizations and the Putnam County Health Department.  The committee also recommended the formation of a Purchasing Committee that would approve purchases requested by the offices/departments.   

At 8:05 P.M., board member Sheila Haage moved that the Finance Committee meeting be adjourned.  Board member Brad Popurella seconded the motion and motion were carried on a roll call board vote of 4ayes, 0 nays, and 0 absent.  The meeting was adjourned.  The next Regular Meeting of the Putnam County Board is scheduled for Monday, June 10, 2019, at 5:30 P.M.
