SPECIAL MEETING OF THE PUTNAM COUNTY BOARD

MONDAY, JUNE 3, 2019, 8:00 A.M.

A Special Meeting of the Putnam County Board was called to order at 8:00 A.M. on June 3, 2019, in the Board Room at the Putnam County Courthouse in Hennepin, Illinois by Putnam County Board Chairman Steven Malavolti. 

Roll call was taken by the Clerk of the County Board with Sheila Haage, Steven Malavolti, Charles Lenkaitis, and Brad Popurella answering.  Board member Luke Holly was unable to be present for the meeting and was absent for the roll call.     

This Special Meeting of the Putnam County Board was called to approve the minutes from the board’s Finance Committee meetings held on May 6, 2019, and May 20, 2019 (suspended from May 13, 2019) and to approve the amendment of Ordinance #2018-0-03 (Annual Budget and Appropriation Ordinance for Fiscal Year December 1, 2018 through November 30, 2019).  

It was moved by board member Sheila Haage to approve the minutes from May 6, 2019, Finance Committee Meeting and the May 20, 2019, Finance Committee Meeting which was suspended from May 13, 2019.  Board member Brad Popurella seconded the motion and the motion was carried on a roll call board vote of 3 ayes, 0 nays, and 1 absent. 

At 8:15 A.M., board member Sheila Haage moved that the board retire into Executive Session to discuss personnel issues (5ILCS 120/2).  Board member Charles Lenkaitis seconded the motion and the motion was carried on a roll call committee vote of 3 ayes, 0 nays, and 1 absent.  The board then retired into Executive Session.  

EXECUTIVE SESSION 

At 8:30 A.M., board member Sheila Haage moved that the board return to Regular Session.  Committee member Charles Lenkaitis seconded the motion and the motion was carried on a roll call committee vote of 3 ayes, 0 nays, and 1 absent.  The board then returned to Regular Session. 

The board then reviewed and discussed a “Resolution Amending The 2018-2019 Budget”.  The Finance Committee recommended, for the board’s approval, a budget amendment in order to meet an immediate emergency within the General Corporate Fund of the County of Putnam.  It was noted that spending for the year as of May 31, 2019, was at $1,438,120.00.  Board member Brad Popurella moved that the board approve the resolution as written.  Board member Sheila Haage seconded the motion and the motion was carried on a roll call board vote of 3 ayes, 0 nays, and 1 absent.  The Clerk of the Putnam County Board was directed to process the resolution (Resolution #2019-08).        

At 8:35 P.M., board member Sheila Haage moved to adjourn the special meeting.  Board member Charles Lenkaitis seconded the motion and the motion was carried on a board vote of 3 ayes, 0 nays, and 1 absent.  The next Regular Meeting of the Putnam County Board is scheduled for Monday, June 10, 2019, at 5:30 P.M.
