PUTNAM COUNTY BOARD FINANCE COMMITTEE MEETING

MONDAY, JULY 1, 2019

8:00 A.M.

A meeting of the Putnam County Board’s Finance Committee was called to order at 8:10 A.M. on July 1, 2019, in the Board Room at the Putnam County Courthouse in Hennepin, Illinois by Putnam County Board Chairman Steven Malavolti. 

Roll call was taken by the Clerk of the County Board with Sheila Haage, Steven Malavolti, Charles Lenkaitis, and Brad Popurella answering.  Committee member Luke Holly was unable to be present for the meeting and was absent for the roll call.  Also present for the meeting was Treasurer Kevin Kunkel, Supervisor of Assessments Tamara Mehalic, Sheriff Kevin Doyle, State’s Attorney Christina Judd-Mennie, and a member of the news media.  

This meeting of the Putnam County Board’s Finance Committee was called to discuss amending the Fiscal Year 2019 budget to minimize spending and balance to the estimated 2.9 million Fiscal Year 2019 revenue, appropriating funds for sheriff patrol vehicle, options for amending the enterprise zone for future projects, and options to increase revenue through a voter referendum or other means. 

The committee began discussing the committee’s agenda item for amending the Fiscal Year 2019 budget to minimize spending and balance to the estimated 2.9 million Fiscal Year 2019 revenue. 

At 8:15 A.M., committee member Brad Popurella moved that the committee retire into Executive Session to discuss personnel issues (5ILCS 120/2).  Committee member Sheila Haage seconded the motion and the motion was carried on a roll call committee vote of 3 ayes, 0 nays, and 1 absent.  The committee then retired into Executive Session.  

EXECUTIVE SESSION 

At 9:26 A.M., committee member Sheila Haage moved that the committee return to its regular meeting session.  Committee member Charles Lenkaitis seconded the motion and the motion was carried on a roll call committee vote of 3 ayes, 0 nays, and 1 absent.  The committee then returned to its regular meeting session. 

The committee recommended further spending cuts in the area of clerical hire and the procurement of a bond to cover the expense of voting equipment.  

The committee then discussed the committee’s agenda item for appropriating funds for a sheriff patrol vehicle. 

The committee then discussed the committee’s agenda item for options for amending the enterprise zone for future projects.  The North Central Illinois Council of Governments that administers the Bureau/Putnam County Enterprise Zone is reviewing how the board can revise the amount of the county’s tax abatement by lowering the percent of abatement from 100% to a lower percentage.  

The committee then discussed the committee’s agenda item for options to increase revenue through a voter referendum or other means.  The item is still under review by the State’s Attorney.  The deadline is July 31, 2019.                   

At 9:50 A.M., board member Sheila Haage moved that the Finance Committee meeting be adjourned.  Committee member Charles Lenkaitis seconded the motion and motion was carried on a roll call board vote of 3ayes, 0 nays, and 1 absent.  The meeting was adjourned.  The next Regular Meeting of the Putnam County Board is scheduled for Monday, July 8, 2019, at 8:30 A.M.
