SPECIAL MEETING OF THE PUTNAM COUNTY BOARD

August 23, 2013, 6:00 P.M.

A special meeting of the Putnam County Board was called to order at 6:00 P.M. on Friday, August, 23, 2013, in the Board Room at the Putnam County Courthouse in Hennepin, Illinois by Putnam County Board Chairman Duane Calbow.

Roll call was taken by the Clerk of the County Board with Duane Calbow, Chauntelle Biagi-Bruer, Sheila Haage, and William Holmes answering. Board member Jordan Ellena was absent from the meeting. Also in attendance were Putnam County EMA Director Jim Goldasich, Putnam County State’s Attorney James Mack, and J. William Shafer, President of Illinois Valley Surveying & Consultants, Inc.

This special meeting of the Putnam County Board was called to discuss and consider for approval the Re-Bids for the Putnam County Emergency Management Agency’s storage building construction project. Mr. J. William Shafer with Illinois Valley Surveying & Consultants, Inc. reviewed the Tabulation of Bids for the bids that were received on August 21, 2013. Mr. Shafer recommended the following low bids be approved and accepted by the board: (Contract A – Building) $193,592 from Judd Construction with two (2) options included, (Contract B – Plumbing) $4,850 from Judd Construction, (Contract C – Electrical) $13,650 from Pinter General Contracting with the actual work being done by Mike Borri d/b/a All Power Plus, and (Contract D – Heating & Ventilating) $11,350 from Grasser’s Plumbing & Heating. Mr. Shafer informed the board that Judd Construction placed 150 calendar days for completion of the project which will necessitate an extension of the grant’s time-line. Mr. Shafer also reviewed with the board the Plan Holders List of Re-Bidders and noted that some on the list did not re-bid. Mr. Shafer also reiterated that the low bidders all meet the county’s Responsible Bidder’s Resolution (#2003-10) criteria. Putnam County E.M.A. Coordinator Jim Goldasich informed the board that currently there is $212,232 of grant funds available for the project. Before approval of the bids, the board directed Mr. Shafer to inform the contractors that the bid amounts submitted are firm and that future change orders are not an option. No additional costs will be allowed. After further discussion, it was then moved by board member Sheila Haage to award the contract bids that were received on August 21, 2013 for the P.C.E.M.A. storage building construction project as per the recommendation of Illinois Valley Surveying & Consultants, Inc., in the amount of $232,432. Board member William Holmes seconded the motion and the motion was carried on a roll call board vote of 3 ayes, 0 nays, and 1absent. (All contract bids are on file at the Office of the Putnam County Clerk for review by any interested parties.)

Due to the resignation of Putnam / Marshall County Highway Engineer Mr. Edward Andrews, the board discussed the I.D.O.T.’s procedure for appointment of an Acting Highway Engineer for the interim until a new Highway Engineer is appointed. The board reviewed the I.D.O.T. Resolution Requesting Consent of the Department of Transportation to the Appointment of an Acting County Engineer as passed by the Marshall County Board. Mr. James Schmudde was appointed as Acting County Highway Engineer by the Marshall County Board. The same resolution is required and will need to be passed by the Putnam County Board. After further discussion, board member Chauntelle Biagi-Bruer moved that the board passes an I.D.O.T. Resolution Requesting Consent of the Department of Transportation to the Appointment of an Acting County Engineer (James Schmudde) effective August 23, 2013. Board member Sheila Haage seconded the motion and the motion was carried on a roll call board vote of 3 ayes, 0 nays, and 1 absent. The Clerk of the County Board was directed to process the resolution (#2013-17).

At 6:40 P.M., board member Sheila Haage moved that the special meeting be adjourned. Board member Chauntelle Biagi-Bruer seconded the motion and motion was carried on a board vote of 3 ayes, 0 nays, and 1 absent. The meeting was adjourned.
