REGULAR MEETING OF THE PUTNAM COUNTY BOARD

October 5, 2015, 6:00 P.M.

The Regular Meeting of the Putnam County Board suspended at 10:30 A.M. on September 14, 2015, was called to order at 6:00 P.M. on October 5, 2015, in the Board Room at the Putnam County Courthouse in Hennepin, Illinois by County Board Chairman Duane Calbow. Duane Calbow, Sheila Haage, William Holmes, Steven Malavolti, and Luke Holly were present for the meeting.

This suspended meeting of the Putnam County Board was called for the full board as the Finance Committee to begin working on the Annual Appropriation Ordinance (budget) for the Fiscal Year beginning December 1, 2015 and ending November 30, 2016.

The board / committee began preliminary review of the appropriations and discussed those budget appropriations that were submitted by the office holders / department heads prior to the meeting. Budgets not submitted were the Sheriff’s Department, the Circuit Clerk’s Office, the County Zoning Officer, and the County Auditor. Projected spending for Health Insurance for next fiscal year’s budget will also be required. County Supervisor of Assessments Tammy Mehalic was present and discussed her office’s appropriations and her office’s usage of office supplies, postage, and publishing fees. Ms. Mehalic also discussed Appropriation #17 - Computer Service. County Treasurer Kevin Kunkel was present and discussed Appropriation #28 - State Mandated Increases, Appropriation #38 - Extension Services, and Appropriation #50 - IMRF and Social Security. A number of office / department issues were identified by the board which will require the office holder / department head’s presence at a future meeting to review and discuss. Some of the more common issues to be discussed will be pay issues and office / departmental policies and procedures.  

At 7:30 P.M., board member Sheila Haage moved to suspend the meeting. Board member Steven Malavolti seconded the motion and the motion was carried on a board vote of 4 ayes, 0 nays, and 0 absent. The meeting was suspended until Monday, October 5, 2015, at 6:00 P.M. At that time, the full board as the Finance Committee will meet to continue the budgetary process for Fiscal Year December 1, 2015 through November 30, 2016.
